New front on GSM and CDMA war: Segregation of 2G & 3G revenues

  • The 2G & 3G revenue streams are indistinguishable.
  • There are complexities and possibility of arbitrage between the two indistinguishable services.
  • All network elements except radio access are common in 2G & 3G networks.
  • 3G handsets are fully backward compatible will have full potential of using the arbitrage due to difference in spectrum charges. Therefore, separation of 3G and 2G revenues in a foolproof method is not practicable and above board.
  • Models suggested by COAI are purely based on proxy and no foolproof method of segregation has been suggested.
  • Suggestion for separation of revenue is based on averages and proportions encouraging creative accounting wherein 2G revenues are artificially suppressed.
  • Any bifurcation of revenue will lead to arbitrage for operators to lower their 2G spectrum charges.
  • Worldwide, no regulator/Government levy different spectrum charges for 2G & 3G.
  • All Administration has followed uniform spectrum charge for 2G & 3G operations.
