  In a major leadership change Dmitry Shukov is expected to take over as new CEO of Sistema Shyam TeleServices Ltd. (SSTL), which operates its telecom services under the MTS brand in India. He is set to replace the Vsevolod Rozanov, company’s current President and CEO.
“The transition in leadership is expected to be effective from June 1, 2013”, the company said.
The company said that Vsevolod Rozanov is being elevated to a senior position within Sistema JSFC. The details of Vsevolod’s new role will be announced by Sistema JSFC after completion of all due corporate procedures.
The change in the leadership is going to take place at a time when SSTL which lost 21 spectrum licences following Supreme Court’s verdict on February 2, 2012 has bagged 3 blocks of 1.25 Mhz each in 8 telecom circles: Delhi, Kolkata, Gujarat, Karnataka, Tamil Nadu, Kerala, Uttar Pradesh (West) and West Bengal for Rs 3,639 crore in the recently concluded spectrum auction.
Recently the company said that it will spend $200 million ((about Rs 1,093 crore) on the roll out of 4G services in India. It however said that this is not going to happen in 2013.
The company said that it has an enhanced network, which will deliver excellent quality and a clear roadmap to LTE (4G). It said that the expenditure will include support of around $100 million from existing infrastructure for 4G services.
Vsevolod is credited for setting up SSTL’s green field operations in India, implementing data centric voice enabled strategy, developing MTS India brand, and successfully navigating a series of challenging legal and regulatory issues.

Dmitry Shukov, the incoming leader of SSTL , has had an outstanding career. Dmitry, is known for his hands-on business experience, having worked as head of sales in Tele2, Russia’s leading mobile operator. Dmitry, has 20 years of work experience and started his career as an engineer. He is a MTS veteran and was previously the CEO of MTS Turkmenistan and MTS Uzbekistan.
