The Joint Parliamentary Committee (JPC) headed by PC Chacko is believed to have given a clean chit to the prime minister and the finance minister P Chidambaram in 2G case while accusing the former telecom minister A Raja for not informing the two about the last minute change in the "first-come-first-served" policy.
The draft report, which is yet to get approval from the committee said that Singh and Chidambaram had no role to play in the changes in policy that took place.
According to PTI, the report said that "assurance" given by Raja "in all his correspondence with the PM to maintain full transparency in following established rules and procedures of the department stood belied".
The report also rubbished CAG's Rs 1.76 lakh crore loss theory but criticized the NDA government for Rs 40,080 crore loss due to a policy shift in 1999.
